Plot check · Latvia

Check a plot before you buy it

Enter a cadastre number or paste an ss.lv or city24.lv listing link. In a few seconds terrloc shows which utilities are registered next to the plot and which limits are registered on the plot itself, so you know what to ask the seller and the municipality before you pay a deposit.

How it works

From a cadastre number to an answer

  1. 01Enter the plot

A cadastre number, an ss.lv or city24.lv listing link, or a point on the map.

  2. 02terrloc checks the registers

The State Land Service cadastre (utility and protection zone data), the melioration cadastre and, if you gave a link, the listing.

  3. 03Get the answer

A map, the utilities next door, the limits on the plot, questions for the seller and a brief (PDF).

Real examples

Three plots in Cēsu novads

Three real, unbuilt plots, checked with terrloc. Cadastre numbers and names aren't shown, because these are other people's property.

How to read the map: the orange outline is the plot checked. Blue plots are those with water or sewer zones registered; the green area is melioration drainage. The dot by each line: green means all clear, yellow means take it into account, red means a real limit.

Example 1 · Cēsis · 0.21 ha

Town edge: everything is next door

What it means

Water, sewer, power and gas are registered right by the plot, and nothing that limits building is registered on the plot itself. For this check, that is the simplest case.

What to find out next

The terms and cost of a connection: the utilities' technical conditions set them. What may be built: the municipality's territorial plan decides.

Example 2 · Cēsu novads · 2.97 ha

Countryside: no mains networks

What it means

No water main, sewer or gas main is registered within 2 km, so plan for your own well, a septic tank and heating without gas. The power line is 150 m away. 81% of the plot lies over drainage.

What to find out next

The terms of a power connection: the distribution network's technical conditions set them. How to build without damaging the drainage: ask the municipality or the drainage system's owner.

Example 3 · Cēsu novads · 1.85 ha

By a lake: part of the land is in a protection zone

What it means

0.77 ha of the 1.85 ha is in a water protection zone and 0.24 ha is a flood area. Building is limited there, so there may be less room for a house than the area suggests. No water main, sewer or gas main is registered within 2 km; the power line is right next to it. 43% of the plot lies over drainage.

What to find out next

Where exactly you may build: the municipality's territorial plan decides. The protection zone's boundary along the shore isn't drawn on the map, because open data doesn't include that line.

What the check shows

Every line, in plain words

For each line: what it means and, where there is one, what it showed in the three examples above.

Utilities next door

Water and sewer

Whether mains are registered by the plot or nearby. If there are none within 2 km, plan for your own well and septic tank.

In the examples1. in the street next to it · 2. and 3. none within 2 km

Electricity

The distance to the nearest power line and transformer.

In the examples1. next to it · 2. 150 m · 3. 10 m

Gas and heat

Whether a gas main or district heating is nearby.

In the examples1. gas main next to it, district heating 260 m · 2. and 3. none within 2 km

Limits on the plot itself

Water protection zone

A strip along a river or lake where building is limited.

In the examples3. 0.77 ha of 1.85 ha

Flood area

Land a flood can cover (a 10% chance a year).

In the examples3. 0.24 ha

Well protection zone

A zone around a drinking-water well or water intake.

High-voltage line

The protection zone along a 110 or 330 kV power line.

Drainage

How much of the plot lies over drainage pipes.

In the examples2. 81% · 3. 43%

Listing and building

Listing vs cadastre

Whether the area in the listing matches the cadastre, and whether the seller's pin on the map is on this plot.

Does a house fit

Place a house or hall on the map and see whether it fits, 4 m from the boundary.

Questions for the seller

A list of questions that follow from the check.

Comparison

Up to five plots in one table.

Limits

What terrloc doesn't check

Example data from the State Land Service cadastre (pipe, cable and protection zones, status 31 Jan 2025) and the melioration cadastre. A first check, not an official statement: the utility's technical conditions confirm a connection. Plots: Valsts zemes dienests (CC BY 4.0).
